Manager, Subcontracts

SUMMARY: 
Under general direction from the Director of Contracts, is responsible for the management and coordination of the company’s subcontract function. Oversees and directs the procurement of the most costly and complex commodities, equipment and/or services purchased by company. The selected candidate must be able to perform the essential duties & responsibilities with or without reasonable accommodation. ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Oversees the Subcontract function for L-3 GCS. Duties include management and administration of subcontracts, ensuring compliance on supplier, cost, schedule, legal and performance aspects. Develops and maintains departmental procedures. 
  • Monitors and controls major subcontract negotiations. Reviews and resolves all issues regarding vendor and subcontractor performance.
  • Negotiates unique subcontracts and purchasing arrangements using knowledge that is based on technical understanding of the types of purchases to be made, market factors and internal requirements.
  • Establishes and directs a purchasing program that meets corporate requirements. Prepares bid packages and negotiates subcontract provisions.
  • Assists the L-3 GCS Small Business Subcontracting Plan Administrator in preparing and complying with Small Business Subcontract Plans and Reports.
  • Collaborates with the L-3 GCS Accounting Dept. in the performance of a due diligence background check and detailed evaluation of financial and practical capabilities of prospective vendors. 
  • Maintains and furnishes purchasing records, analyses and cost data for use in scheduling, planning, budgeting and other functional activities.
  • Oversees L-3 GCS Small Business Subcontracting Program to ensure compliance with Government regulations and company goals.
  • Responsible for the employment and training of company subcontract personnel.

EDUCATION and/or EXPERIENCE:
Bachelor’s degree in Business Administration or equivalent experience, MBA preferred; Ten (10) or more years of directly related experience in an electro-mechanical manufacturing environment required, or equivalent. At least three (3) years experience in a supervisory capacity along with hands-on knowledge of computerized purchasing system(s) is required.

OTHER SKILLS AND ABILITIES:
Must have excellent working knowledge of computerized inventory system. Must possess excellent communication skills with ability to exchange information and interface effectively with employees, customers, and visitors clearly and concisely. Must have exceptional expertise in specific product areas. Must be proficient with Microsoft Office applications. 


Systems Development Engineer

 GENERAL DESCRIPTION: Reporting to and working with the Senior Manager Systems Engineering, the Systems Development Engineer will be responsible for system design and testing in support of the build of high performance VSAT products for L-3 Communications.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
 
The Systems Development Engineer will be familiar with RF components and communications systems including specification, qualification and documentation of new electronic products. In addition, this engineer will have demonstrated the ability design and develop complex electronic products and/or systems to include all phases of manufacturing and customer support as part of an integrated product team.
  • Understanding of communication theory with a practical knowledge of digital, RF, antenna and mechanical design and software development.
  • Demonstrated ability to lead integrated product teams in the development and production of complex electro-mechanical products.
  • Design of communications systems/products using OEM materials as well as custom electronic circuitry at the component/circuit card level.
  • Demonstrated ability to define and meet performance requirements, including generation, management and documentation.
  • Judgment and decision-making ability to define and meet product performance requirements.
  • Define and carry out integration of L-3 products with customers’ systems or equipment.
  • Hands on troubleshooting and integration skills using electronic test equipment such as oscilloscopes, signal generators, spectrum and network analyzers and active loads.
SUPERVISORY RESPONSIBILITIES:   There are no supervisory responsibilities in this position.

QUALIFICATIONS   
 
EDUCATION AND EXPERIENCE: A BSEE or MSEE, with a focus in communications systems is preferred, and two plus (2+) years experience as an electrical engineer working with the design of electronic products. Strong communication skills, both oral and written. Working knowledge of PC based tools, including drafting tools such as AutoCAD or similar drawing tools, Microsoft Office Suite, ORCAD or similar schematic capture tools, and bill of material generation and maintenance using enterprise resource planning software such as Macola.

  • Possess poise, politeness, and confidence when communicating with customers, vendors, and peers.
  • Able to effectively interface with engineers and representatives of vendors of sub-assemblies and components.
Special Requirements:
  • Due to the nature of our work this position may require the ability to obtain and maintain a Department of Defense security clearance.
  • Occasional travel may be required.
  • This position may require overtime, weekend, holiday, shift work and/or non-standard work hours.
 
LANGUAGE SKILLS: Ability to read, analyze, understand and interpret electrical schematics, ICDs, drawings and documentation. Excellent communication skills required, both verbal and written.
 
MATHEMATICAL SKILLS: Ability to add, subtract, multiply and divide in all units of measure using whole numbers, common fractions and decimals. Ability to calculate ratio, percent, proportions, draw and interpret graphs.
 
REASONING ABILITY: Ability to apply common sense understanding to carry out instructions and solve practical problems; deal with a variety of concrete variables in standardized situations.
 
PHYSICAL DEMANDS
While performing the duties of this job the employee is required to stand, sit, walk, talk, see and hear; use hands to finger, handle and feel; reach with hands and arms. The employee must occasionally lift and/or move up to 25 lbs. Specific vision abilities include close vision, distance vision, color vision, depth perception and ability to adjust focus.
 
WORK ENVIRONMENT
The work environment is that of a typical engineering design with occasional exposure to dust, vapors, heat, cold and noise.
